Budget Delay Tightens Albany Timeline as Session Window Narrows; Willett Perseveres

Albany’s budget season has stretched well beyond its April 1 deadline, as negotiations between Governor Hochul and legislative leaders continue over several high-stakes issues, including auto insurance reform and income taxes. Climate proposals have also emerged as a central sticking point in discussions between the Governor and Senate and Assembly leadership. With a series of temporary extenders in place, key issues remain unresolved, pushing a final budget agreement further into April, or even possibly May.


That delay carries real consequences. Each additional day without a finalized budget compresses the regular legislative calendar, leaving just 24 session days to advance non-budget priorities once an agreement is reached. In a shortened window like this, success depends on preparation, strategic positioning, and the ability to act quickly when opportunities arise.


Despite ongoing negotiations and their consequences, our activity in Albany has not slowed.
