New York’s Mountain of Legislation



The New York State Legislature began its 2025-26 legislative session this week. As the Willett team prepares for new bill introductions, we look back at the volume of bill introductions in the last session, and how New York fares compared to other states. 


Over 2023-24, state legislatures across the country introduced a total of 246,405 bills, an increase from 242,657 in 2019-20. New York led the nation with 24,284 bills introduced in 2023-24—significantly outpacing all the states. Only 6 other states reached five-digit bill totals. Governor Hochul signed 678 bills and vetoed 124 others, with decisions on several major pieces of legislation coming just before the end of the year. While some states are implementing measures including caps that limit how many bills each lawmaker can introduce, New York remains the most prolific legislatures in the country. For stakeholders in New York State government affairs, we expect a potentially record-breaking amount of bill introductions in 2025.
